I happened to notice that ABe is continuing to publish Haibane Renmei scenario and art books.
How can I buy these things?

You're asking about the Haibane Renmei Scenario Collections, which are basically scripts of the TV episodes annotated by ABe with line drawings added for flavor. They're damn near impossible to find short of going to Japan and hunting for them at stores selling doujins and dropping by Comiket.
