It's Last Exile, and it has nothing to do with White Rain.

That said, the artbook may be connected to White Rain... there were hints that the Robot comics were going to tie into White Rain, at least thematically. Haven't got my hands on the more recent ones.

This is manga compilation, which include Jusou, Furumachi(Kogai), Wasteland and White Rain.
