Does anyone know where I could buy a hard copy of the HR artbook, and how much it would be?

If you're in the USA, you can order it from Kinokuniya's (unless they've stopped publishing new ones, in which case you'll have to find a used copy somewhere). The retail price is around $50, I believe, but if it's out of print, it'll be more.
Kinokuniya and Amazon are the best suggestions I can make.

Don't forget Yahoo Auctions Japan.
Most sellers won't ship outside of Japan, but you can get a deputy service to act as a go-between for you.
The advantage of this method is that you can find items that are rarely seen on English language sites, and the prices tend to be lower as well. Even after paying for international shipping and the deputy fee, chances are you'll still save money compared to Ebay or US dealers.
